However, a lot of people have had trouble opening the game’s safes, which which are gifts for unlocking achievements. Basically, the problem is when you get the safe and you open your Steam Inventory list to open it, the button to complete the action simply isn’t there.

Make Sure You Have a Drill
This is the number one question fellow players will ask you if you run into this issue. If you don’t have a drill, then you can’t open the safe. To get a drill, you can either buy it from the community market or obtain it through an in-game microtransaction that should cost you about $2.50.
Restart the Game (or Steam)
It’s the age-old method with any technology. If something doesn’t seem right, the restart the game. If restarting the game doesn’t work, then restart Steam. Of course, be sure to wait one full minute before turning the game or Steam back on, just to make sure all old processes and whatnot have time to wind down and close themselves.
Delete Local Content
This is a trick I had to use when my Skyrim saves went haywire. And a lot of players are reporting that it works for Payday 2 safes misbehaving.
Go to your Steam Library Right Click on PayDay 2 Scroll down on the menu and click “Delete Local Content”
That normally helps reset any issues the game was having, but not always.
Don’t Cheat
The safe is a gift in Steam for completing achievements for this game. If you’ve cheated to get the achievement, then you will not earn a safe. If you are concerned about yourself (or someone else) cheating and breaking the game, refer to the community hub and some experienced players should be able to help you.
Be Patient
Sometimes it takes a minute for the item to appear. You may have just gotten to you inventory a little too fast for Steam. Restarting like we mentioned above is a good way to make sure you’re not jumping the gun.
